Dickenson-Russell Contura, LLC of P.O. Box 655, Norton, VA 24273 is applying to the Virginia Mined Land Repurposing Program for a permit to conduct coal surface mining and reclamation operations. The site is in Dickenson County, Virginia, approximately 2 miles southwest of McClure. The site is south of Pound Branch and west of Caney Creek. The state plane northing and easting coordinates of the site are 3,580,000 and 10,343,100, respectively. Site access will be by a road permitted under 1402177 connecting to County Road 773 or from Route 708. The Caney Ridge, Virginia, USGS-7.5-minute quadrangle map was used to describe the location of the permit area. The proposed permit area (337.18 acres) may be viewed on the Application Map attached in Section 21.2 of the application.
Treated surface drainage will discharge into Pound Branch and Caney Creek of McClure River. Proposed discharges are new, and their locations may be viewed on the Surface Water Hydrology map attached in Section 21.2 of the application.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state, or local government agency or authority, may within 30 days of November 27, 2024, submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
