   Paramont Contura, LLC is applying for Phase III bond release of bonding increments 3, 4D and 7 on Permit No. 1102161 located in Dickenson County and Russell County 1.0 mile south of Carrie on Dumps Creek.  This permit consists of 208.52 acres.  As provided by 4VAC25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $251,100 in the form of Insurance Surety posted for this permit be released. All 208.52 acres will be deleted from the permit.
   This bond reduction request is based on the following Phase III reclamation: Increments 3, 4D and 7 have been reclaimed and seeded as per the approved plans as of February of 2016.  The permit has been well vegetated as per the plans.  The post mining land use of Unmanaged Forestry/Undeveloped Land is approved for 168.27 acres, 40.25 acres for Industrial Gas Well(s)/Pipeline(s).
   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of July 9, 2025 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
