   Paramont Contura, LLC, 5703 Crutchfield Drive, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation (VDMLR) for a Phase I bond reduction on Increment 1 for Permit No. 1102158 at the following location: Buchanan and Dickenson Counties, 0.25 miles south of Cane Creek. This permit consists of 2,174.20 acres bonded under Pool Bond.  This application will be deleting 113.20 undisturbed acres in Bonding Increment #1 to reduce the total permit acres bonded to 2,161.00 acres. As provided by 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $5,589,100 in the form of insurance surety posted for Phase I will be reduced by $1,543,200.
    This bond reduction request is based on the following Phase I (backfilling and regrading completed) (1 year of growing seasons) reclamation:
    1.  Types of Reclamation Work Performed - the areas proposed for bond release/reduction have been reclaimed, revegetated, and the post-mining land uses have been achieved.
   2. Appropriate Date(s) of Reclamation Work Performed – the reclamation work was completed in  March, May, and October 2024.
    3.  Description of Reclamation Results Achieved  Results Achieved - Seeded.
   4.  Description of the Post-Mining Land Use - Unmanaged Forest/Undeveloped Land and Industrial – Gas well(s)/Pipeline(s). 
   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of  July 16, 2025 submit written comments or objections concerning this application and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
