Application Number

Big D Enterprises, Inc. of P.O. Box 467, Norton, Virginia 24273 is applying to the Virginia Mined Land Repurposing Program for a Revision of Permit No. 1102354. This revision concerns the addition of 87.84 acres to the current permit. The State Plane coordinates are North 3,554,532 East 10,351,890. The location is 5.5 miles South of McClure near Nora and State Routes 651 and 652. The receiving streams are Cowan Rose Creek and Middle Fork of Open Fork of the McClure River. The project is located on the Nora USGS 7.5-minute quadrangle map. The Revision Map showing the proposed permit area is attached in Section 21.2 of the application.

Drainage and wastewater resulting from the permitted operation will be discharged as follows: The receiving streams are Cowan Rose Creek and Middle Fork of Open Fork of the McClure River. The runoff will be from new surface mine sediment control structures. These discharge locations can be seen on the Surface Water Hydrology Map in Application Section 21.2. The discharges will come from new sediment control structures that will be installed to control runoff from the permitted area.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of November 26, 2025 submit written comments or objections concerning this application and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
